Government important decisions regarding the rules for transfer of teachers


Gandhinagar: In order to maintain the interest of students’ education, the interest of teachers and the interest of the administration, the state government (Gujarat Government) has taken important decisions regarding the rules of transfer of education assistants, primary teachers and head teachers. The decision to benefit more than two lakh teachers has been taken by the Bhupendra Patel government of the state. Education Minister Jitu Waghan said that the rules regarding transfers of primary teachers were framed 10 years ago. State Chief Minister Bhupendra Patel has given guidelines for making significant changes in the rules with full sympathy in view of the representations made by the Primary Education Unions for changes in these rules.

The Minister added that a fruitful meeting was held in phases with the President of Gujarat State Education Association Bhikhabhai Patel, President of Gujarat State Primary Teachers Association Digvijay Singh Jadeja and other officials including Secretary of Education Department Vinod Rao, Director of Primary Education Mahesh Joshi. As a result of which these decisions have been taken. These decisions have been hailed by the unions as historic decisions. Education Minister Jitu Waghan elaborated on the historic amendments made in the rules for the transfer of teaching assistant, primary teacher and head teacher. It has been decided to release him as a special case.

In a school where there is a school with zero teachers due to dismissal of replacement teachers, the last eligible teacher will have to be dismissed only when a new teacher arrives. This decision will also apply to all teachers who have been replaced and not fired in the last three years. Minister Jitu Waghan added that the rules for transfer of primary teachers were fixed by resolution dated 23/5/2012. New rules have been prepared by the state government keeping in view the interest of recognized teachers associations as well as teachers. According to the new rules, instead of the 40 per cent vacancy teachers in the district who were given the benefit of district relocation till now, the benefit of 100 per cent vacancy in that district will be given.

Minister Jitu Waghan said that in the district fair interaction and district internal interaction, the provision that the teachers were required to have a hometown has been removed, i.e. the word ‘hometown’ has been removed. In addition, after much deliberation with the teachers’ unions and their representatives, it has been decided that teachers who have relocated to another school may ask for two shifts if the original school wants to go to the original school if there is a vacancy in the original school.

Minister Jitu Waghan further added that the teachers who have been appointed on the condition of working in the same place for 10 years can apply for district transfer or district transfer after five years. Not only this, if the spouses of government employees who are transferable from one district to another in the state are primary teachers or head teachers in a government school, they can be placed on deputation in the district where the government employee is transferred.

Minister Jitu Waghan said that from now on, the benefit of the spouse’s case will also be available in the case of grant aided institutions, public enterprises of Gujarat government, government companies of Central and State Governments. In addition, a grievance redressal committee has been constituted for redressal of grievances in case of transfers. That is, if there is any representation / complaint regarding transfer, it can be submitted to the Grievance Redressal Committee by the concerned teacher / head teacher and the grievance redressal committee will resolve it. So that teachers do not have to resort to unnecessary court cases.
